HASSELL
SCHOLARSHIP
won by Canberra University student
The
HASSELL Travelling Scholarship was originally developed to "encourage
young members of the profession, as well as providing the opportunity
to reward an outstanding student.
The prize is awarded to the student showing outstanding creativity,
problem solving and graphic and personal presentation skills." The
award comprises a contribution of $4,000 towards air travel and
accommodation expenses in a city outside Australia which is undergoing
significant
redevelopment or urban renewal of relevance to the profession
of landscape architecture.
After
consideration and review with all the interviewers at this year's
principal's conference, we have
agreed to award the 2004
HASSELL Travelling Scholarship to Robert Whitfield, University
of Canberra.
Robert’s project investigated the strategic master planning
of the Kowen Plateau in the ACT. It was a fourteen week project
which included a seven week group project and a seven week
indivdual project.

Fifth
Creek Studio will be temporarily closed and Graeme Hopkins is
suspending his duties as President of AILA SA for the near future.
This is due to our property being inundated by overland flow of
stormwater
and a landside from the adjacent property during the heavy rain
on Monday night this week. We worked all night to prevent major
structural
damage and luckily sustained no damage inside the office or residence,
thanks to out sandbagging. However
we are now surrounded by a sea of mud and floating fruit trees
from the neighbouring orchard, as shown here in our back courtyard.
The clean up and repairs will take considerable time as all this
needs to be done by hand, due to the terrain and access.
We
will emerge from this process as experts in free form uncontrolled
water features and in new methods of transplanting mature fruit
trees and growing them on paved surfaces!!!!

The National Police Memorial
Winners Announced
In excess of seven hundred police officers have been killed on
duty or have died as a result of their duties since the advent
of policing in Australia.
The Police Memorial to commemorate those deaths will be built
in Kings Park on the Northern Shores of Lake Burley Griffin in
Canberra.
The winning design for the National Police Memorial
has now been announced by the Federal Minister for Justice
and Customs,

Austrade
Tsunami UPDATE 31 May 2005
Since
the last update, Austrade has undertaken Tsunami Reconstruction
Seminars around Australia with speakers from the World Bank,
Asian Development Bank, AusAid and Senior Trade Commissioners
from Austrade, Jakarta, and New Delhi.
Austrade
is continuing to work with AusAid, the Department of Foreign
Affairs and Trade and other Federal and State agencies to maximize
the involvement of Australian business in reconstruction and
rehabilitation projects.

Western
Australia has reached a critical point in the use and management
of water resources (Government of Western Australia 2003a).
Since the 1970s there has been a significant reduction in rainfall
in the south-west of Western Australia, and this drying trend
is expected to continue. At the same time, demand for water
is increasing along with population, resulting in a widely
recognised water shortage.

Australia National Trust Heritage Awards
Project: Royal
Prince Alfred Hospital R.M.O.Q. Courtyard
The Royal Prince Alfred Hospital RMOQ Courtyard (Resident Medical Officers
Quarters Courtyard) has recently enjoyed a full refurbishment as part
of the overall redevelopment of various buildings and the external landscape
environment.
The
RMO Courtyard recently won best project award in the under
500K category Corporate / Government at the National Trust
Heritage Awards sponsored by Energy Australia, and is a delightful
space with many interesting features including an original
19th Century Royal Doulton Fountain and was the original Nurses
Quadrangle associated with the first RPA Hospital Nurses Quarters
overseen personally by Florence Nightingale.
The
courtyard became a valuable landscape respite for the resident
nurses and was often used for larger gatherings, ceremonies,
and garden tea parties.
The
project team comprised key staff from Place
Planning & Design under the direction of the project
Director Darrell McLean. Sub-consultants included Hydroplan
for Irrigation Design; Warren Smith & Partners for the
Fountain Hydraulics; Thomson Taylor Whitting for Structural & Civil
Works; and Arborist Gary Cubbly.
Project
architect for the surrounding buildings was Silver Thomas Hanley
Daryl Jackson, and the Project Manager was Atkinsons Capital
Insight. The hard and soft landscape construction was implemented
by Design Landscapes Pty Ltd, and the restoration of the original
Royal Doulton Fountain was overseen by the Department of Public
Works and the actual restoration work was carried out by Mark
Noble of ‘The Statue Shop’ and Cameron Williams.

Design & Documentation Hits Project Costs
A
recent survey by CSIRO has shown that a long-term decline in
design and documentation quality corresponds to an increase
in construction process inefficiency.
Introduction
Few would argue that the quality of design and documentation has a major
influence on the overall performance and efficiency of construction
projects. Poor design and documentation quality is a major cause
of construction process inefficiency – leading directly to
delays, rework and variations – and contributes to increases
in project time and cost, for both client and contractors alike.
Anecdotal evidence suggested that the quality of design and documentation
being produced in Australia was declining and that a reduction in
project design fee levels over the previous 12–15 years had
had a major impact on this decline. As this situation was of major
concern to many parties within the construction industry, it was
vitally important that issues affecting design and documentation
quality be identified and addressed.
At
the beginning of 1997, CSIRO Infrastructure Systems Engineering,
with major industry support from both contracting and design
organisations, commenced an ambitious study into design and
documentation quality and the changes that had occurred over
the previous 12–15 years. The study was undertaken to
investigate not only the causes for the perceived decline in
design and documentation quality, but also the effects that
poor quality design and documentation has on construction process
efficiency.

IFLA/ICOMOS
Ken
Taylor FAILA has been confirmed as the Australian AILA member
for the IFLA/ICOMOS Committee 2005-2008.
Ken
will be going to the ICOMOS conference in Xi'an in October,
will attend meeting of Committee there and will report back
to AILA.
Ken
is also on one of the Scientific C/ees for the conference to
referee papers.
Much
of the conference theme centres on cultural landscapes, including
towns and cities and their settings.

Australia Award for Urban Design was created by Prime Minister

in 1996. The Award was established to recognise recent urban
design projects of high quality in Australia, and to encourage
cities, towns and emerging settlements of all sizes to strive
similarly for improvement.

acknowledges the critical role of good urban design in the development
of our cities and towns. The Award is hosted jointly by the Planning
Institute of Australia, the Royal Australian Institute of Architects

New
Parkland opens on Former BP Site
Waverton
Peninsula Masterplan
In
August 1997 the NSW Premier, Bob Carr, announced the State Government's
Vision for the Sydney Harbour Foreshores which included the redevelopment
of three ex-industrial sites on the Waverton Peninsula as primarily
public open space with a component of working waterfront landuse.
With their spectacular views across the harbour and along the
Parramatta River, and a dramatic combination of industrial, natural
and waterfront landscapes, these sites are unique.
In
response to the Premier's statement, a strategic Masterplan was
developed by Council in conjunction with CLOUSTON Landscape Architects
and Planners, the local community and other key stakeholders.
The Masterplan outlines strategies for the future land use and
design of three ex-industrial sites on the Waverton Peninsula
- the BP, Coal Loader and Caltex sites.
Park
Now Open
A
new public parkland at the former BP site at Waverton was officially
opened on the 12th of March. Located on Waverton Peninsula, the
site is the first in a series of waterfront areas in North Sydney
to be transformed from industrial depots into public parkland.
Following
approval from the Waverton Peninsula Strategic Masterplan by
North Sydney Council and the subsequent remediation of the site
by BP Australia, mcgregor+partners landscape architects were
commissioned to prepare detailed drawings and oversee construction
of the new park. |

News from Austrade on
Tsunami Reconstruction
Indian Ocean Tsunami
Austrade is actively supporting
Australian businesses wanting to participate in the rebuilding
of areas devastated
by the earthquake and tsunamis that struck countries around the
Indian Ocean, particularly Indonesia, Sri Lanka and the Maldives. While
some work has already been contracted to Australian companies in
the initial humanitarian relief phase, we are concentrating on
identifying
contracts in the reconstruction and rehabilitation stage.
Tsunami Reconstruction Workshops
Austrade will be holding a series
of Tsunami Reconstruction Workshops around Australia profiling regional
experts from the World Bank - Washington, the Asian Development Bank –Manila
and AusAID, in conjunction with Austrade’s Senior Trade Commissioners
from New Delhi and Jakarta.
The seminars will provide participants
with a detailed understanding of the progress of reconstruction planning,
how funds are being disbursed, likely arrangements for contract tendering
and identify which agencies will take the lead in coordinating projects.
The workshops will also provide advice to participants wanting information
on ongoing procurement programs operated by multilateral development
agencies.

National
Police Memorial – call for designs
The Minister
for Justice and Customs, Senator Chris Ellison, has launched a competition
for the design of the National Police Memorial, located in Kings
Park near the National Carillon in Canberra.
Representing
the service police officers provide the community, right across Australia,
from all State and Territory forces, along with the AFP. the police
memorial will acknowledge the risks faced by police men and women
in their everyday work.
Entrants
can visit the
national capital authority's web site to register and receive
a CD-Rom containing relevant information including competition conditions
and site details. A registration fee of $55.00 (including GST) is
required.
The
final date for registering as a competitor is Monday 4 April 2005
The URS-led
team has been awarded first prize in an international design competition
for the landscape and external works for the new sailing base at
Qingdao. Located on the site of a former shipyard at Fushan Bay,
the new facility will provide the venue for sailing events during
the 2008 Olympic Games.

The
objective of the competition is to recognise superior environmental
design achievements made by students in Landscape Architecture programs.
The
competition invites submissions from teams of students in Landscape
Architecture programs or other allied disciplines.

The
Professions Australia - Professional of the Year Award
The
Professions Australia - Professional of the Year Award recognises
noteworthy achievement by professionals who are individual members
of Professions Australia member associations. AILA is a member of
Professions Australia.
The
awards provide an excellent opportunity to promote the professions
and the contribution of individual professionals. We received a strong
response to last year’s award and given the high quality of
nominations the Selection Committee made two awards.
At
the Ordinary Meeting held on 22 November 2004 PA
members agreed to include a new category for the 2005 awards, Young
Professional of the Year.
Nominations
for the 2005 awards should be forwarded to Professions Australia
by 6 May 2005. Nominations should be in writing, signed by the President
or CEO of your association, with supporting information against each
of the selection criteria.
A
copy of the selection criteria for both awards is available on our
website http://www.professions.com.au/ .
Nominations
are considered by the PA Board and will be announced at PA’s
Annual General Meeting to be held on 30 May 2005. The
winner of the award receives a citation and plaque at an appropriate occasion
later in the year.
Review
of Government Responsibility for Higher Education
The Federal Government announced its intention to canvas a review of the issues
around rationalisation of responsibility for higher education in Australia
in December 2004. The Minister for Education, Science and Training has
released an issues paper which provides an overview of the complexities
and inconsistencies inherent in the current system, and examines the benefits
and risks of the Federal Government taking fully responsibility for universities

Paper: Rationalising Responsibility for Higher education in Australia.
The
issues paper describes the evolving nature of Federal and State involvement
in higher education and the implications of the current division
of responsibilities between the Australian Government and the State
and Territory governments.
The
paper suggests rationalisation would be beneficial because it would
promote international qualifications recognition through nationally
transparent and consistent approaches to quality assurance and higher
education accreditation. The paper also identifies a number of risks
including withdrawal of state funding from universities.
A
second discussion paper, informed by a number of pieces of work commissioned
by the Government, will be released at the end of February.
A consultation process will begin in March with institutions, sector representatives,
State and Territory governments, business and the community. This will include
both a formal submission process and face-to-face consultation meetings.

AILA and PI Insurance:
Following
a tender process in 2004, AILA entered into an agreement with Jardin
Lloyd Thompson Pty Ltd to provide insurance services to the AILA
and its members.
These
services are to include (but not limited to) establishing a group
Professional Indemnity scheme and combined liability insurance facilities
for AILA members.
The
appointment is for three years and based on the establishment of
key performance indicators to be met by Jardin Lloyd Thompson Pty
Ltd. These performance indicators will be agree to in February 2005.

Display of Entries to the Canberra International
Arboretum and
Gardens Design Competition. The Chief Minister is inviting
the Canberra Community to see the ideas for the Canberra International
Arboretum and Gardens west of Lake Burley Griffin. The final entries
in the national design competition for the Arboretum and Gardens
will be the focus of a five day exhibition. The potential of the
new Arboretum and Gardens to attract tourist from all over the world
and Australia is outstanding.

"Redesigning
the Suburb - a landscape architectural inquiry"
A/Prof
Richard Weller (UWA), A/Prof David Hedgcock (Curtin) and Dr Margaret
Grose (UWA) have been award an Australian Research Council 'Discovery
Grant' of over $250,000 to research and design ecological alternatives
to orthodox suburban development.
They
expect to publish the results of their research in 2008.
