The following criteria were used to apply a more detailed examination of tools identified in Stage Two of the project:

Form of the Climate Adaptation Tool– whether it is a rating tool, strategic framework, guidelines etc. – and capacity to link with other tools.

Governance/administration of the Climate Adaptation Tool– the purpose and the organisation behind it, & the jurisdiction or scale of influence/application.

Sector or phase of development to which particular Climate Adaptation Tools are applicable – e.g. planning, design, construction – residential, commercial, infrastructure etc. – including capacity to influence urban renewal and retrofitting outcomes.

Ability to promote systems thinking – how well the Climate Adaptation Tool encompasses and integrates the component factors and measures of urban sustainability.

Capacity to inform design decisions – how well particular tools are able to derive and test alternative design strategies to inform decision-making.

Capacity to encourage collaboration – how effectively tools integrate input from multiple stakeholders in the context of their implementation and use.

Adaptability of the Climate Adaptation Tool to differing local environmental contexts

Ability of the tools to drive innovation in urban planning and development.

Flexibility of the Climate Adaptation Tool to adapt and evolve over time to changing understanding and measures of urban sustainability – including review processes and systems for ongoing monitoring, evaluation and reporting of outcomes.
