Site Office
were commissioned by a community, rather than local council, to produce a
comprehensive plan for the Mount Evelyn Township and have utilized this
opportunity to critique the perceived ubiquitous substance of the Urban
Design Framework. In doing so they have produced a document that is
refreshing in both its content and format.
Gone are the generic precinct
plans, street character studies, proposals for ‘unique’ suites of furniture
and homogenous streetscape improvements. Instead the Mt Evelyn community was
presented with a thoughtful and detailed study of the history and
development of the site that highlighted the relationship between land use,
urban form and topography. Engaging diagrams and graphic analyses focussed
on the importance of a ‘heightened difference’ between places, and the
opportunities such site-specific observations and recommendations present
for the ongoing growth of the township.
The Mount
Evelyn Township plan was published electronically on the internet, and is
available to the community on CD ROM. By utilizing a digital format, and
avoiding the large costs associated with reproduction of reports, the
township
plan is easily accessible to the community and, as such, engenders the kind
of ownership that is often the rarely achieved intention of many such UDFs
