The Jury were impressed that Jeremy
Starr and the designers at the City of Monash had researched and
pursued, from theory to implementation, ideas from three key urban
design texts; the ‘Shared Space’ streetscape model of Monderman,
‘Reconquered City’ by Jan Gehl & Lars Gemzoe Architects and CPTED (Crime
prevention through environmental design).
In doing so they were able to influence standard architectural and
engineering solutions for the site and create a directly responsive,
community focussed and site specific precinct that overcomes many safety
and circulation issues. The design has also effectively, appropriately
and attractively addressed WSUD principles within the hardscapes of
major pedestrian and vehicle routes and carparks integrating extensive
tree planting, swales and rain gardens.
The Jury believe that the completed design successfully
met ambitious objectives for an extensive public space. In its detailed
realisation, it has achieved a viable, amenable public realm where the
central streetscape in particular pushes beyond the usual traffic
calming and civil design solutions to provide a sophisticated and
gracious pedestrian experience. The Jury looks forward to Council’s
future work and follow-up studies on the success of this project in
terms of the application of prominent urban design theories in an
Australian suburban context. It commends the commitment to
experimentation, application and adaptation of models for merging and
manipulating the tensions between land-scape and vehicle-scape to create
new spaces for new ideals of responsible, civic engagement.
